AI Law, Policy, and Governance in National Security and Defence
Luke is a computer scientist and legal scholar widely recognised as a leader in the AI Safety of high-risk complex AI systems.
Luke has a BSc (Hons) in Computer Science with Artificial Intelligence during which he was shortlisted for The Telegraph 2017 and 2018 national STEM awards for his AI designs, and later went to law school to gain a master's degree in Space Law (LLM) focusing on the law of nascent technologies such as AI and the outer space environment. This dual specialism has given Luke a rare interdisciplinary insight into the governance of complex AI systems.
His PhD in Law focused on the use of nascent visual biometrics (AI systems that 'see' people) in police intelligence and criminal evidence - the outcome of which directly changed policy in both policing and the criminal justice system. Read more about his PhD research here.
Luke works extensively within the Policing, National Security, and Defence sectors to ensure that high-risk, complex AI systems from intelligence tools to weapons of war are safe, legal, ethical, and enshrine the principles of a democratic society.
Luke is chair of the North East AI Safety Committee and also leads the National Security and Defence AI Safety Working Group (NSDAIS).
In addition to this work in AI, Luke is also a philosopher and scholar in the Jodo Shinshu tradition as well as a local community leader - particularly within advocating for those affected by technology.

What is AI Safety?
AI Safety is the interdisciplinary field of ensuring that AI systems act in a manner that does not harm people or behave in unexpected ways. In National Security and Defence, this means ensuring that systems operate as intended every time by implementing quality and testing standards bespoke to the use case, as well as enshrining the rights of the public and especially of vulnerable groups to make sure that no-one is unintentionally negatively impacted by a deployed AI system - no matter how noble the goal or vital the use.

High-Risk AI System Safety Consultancy
(£65 - £240 per hour depending on task)
If your AI systems operate in high-risk environments such as in the policing, counter-terrorism, military, nuclear, or space sectors then it is vital that they are built with good governance from the ground up. This includes any use of AI within these sectors - even (and sometimes especially) internal usage.
Luke can provide expert advice on the development and deployment of AI systems in these environments, and is comfortable working alongside engineering managers or engineers themselves to ensure that AI systems are robust both technically and legally. All auditing and advice is given under a complete NDA unless agreed otherwise - total secrecy guaranteed.
Luke is cleared to a high government standard and so can begin work on many policing or military systems without delay. More details on this can be provided to established organisations on request.

AI Law, Policy, and Governance
(£25 - £240 per hour depending on task and organisation type - free in some cases)
Luke has a history of successfully advising government, private, and charity sector organisations on matters of AI legislation, hard and soft regulation, policy, and governance. When it comes to governing AI systems, a mixed computer science and law background is invaluable in developing governance systems that are both feasible and effective.
Able to develop AI Governance methods and documentation from scratch or to modify existing material, Luke is an expert in helping organisations develop both governance and cultures which prioritise safety whilst still ensuring their AI system can get the job done.
This service can sometimes be provided for free or on an expenses-only basis to certain individuals, or to charitable organisations which provide measurable public benefit. Examples include human rights charities or vulnerable people.

Expert Evidence
(£75 per hour - free in some cases)
Luke has extensive courtroom experience, and can provide expert evidence in both criminal and civil cases. This includes both report-writing and attending court.
It is often best to have your solicitor reach out on these matters, though self-represented clients are also accepted.
Where possible I will provide this service for free to individuals accused of criminal offences within the UK who are unable to afford the service, where AI makes up a part of evidence against them. This is to safeguard Justice and to influence the creation of higher quality, fairer AI intelligence systems.
